Quarterly Project Updates

The General Manager’s Quarterly Information Report, included in the Council Agenda, offers important updates on the progress of major projects. It highlights recent achievements and developments in infrastructure and community initiatives throughout Burnie.

 

Urban Plan Actions

Foreshore Renewal – rail corridor application underway; tender for playgrounds and outdoor gym currently in market, award anticipated in February.

Civic Plaza – Civil works for car parking completed. DDA ramps and surfacing works underway. Construction progressing with pathways and building access form carparks, stage, landscape zones and paving areas taking shape.

City Revitalisation – quotes sought for upgrade of street bins to create consistency across the CBD; on-street dining trial project plan developed, pending approval; streetscape design briefing in development, including scope for input reports, eg survey, stormwater, natural values and traffic modelling.

Active Transport Strategy Actions

Burnie Park Footpath widening works are in progress and scheduled for completion by the end of January.

Coastal Pathway feasibility and design Grant deed finalised and CCA has commenced preliminary work.

Footpath and walking bridge renewal and upgrade Works are progressing in Romaine reserve to renew and upgrade infrastructure

Playground Strategy Actions

Waterfront playground development of tender underway. The Shorewell Park tender has been completed, with the project awarded to Active Areas. Active Areas provided four design options, which Council has taken to the community for consultation to determine the final design. Consultation closes on 8 January 2026, with works scheduled to commence in early February.

 

Other Key Projects 

South Burnie Bowls Club building redevelopment has been awarded to Meadcon, with site possession occurring on 5 January 2026. Practical completion is scheduled for 31 July 2026.

Waste Service Improvements - New bins for FOGO and realigned waste and recycling services commenced in September as planned.

Burnie Arts - Official opening for Stage 2 completion was held on 10 November 2025, with the Federal Minister for Transport the Honourable Catherine King MP in attendance as an honorary guest.

Road renewal projects - West Ridgley and Cam crt complete.

Major Projects

Shorewell Park Playground – $1.5M

The playground at Shorewell Park is being upgraded to create a safe, inclusive, and engaging space for children and families. The project, delivered as a design-and-construct contract, will include modern play equipment, landscaping, and amenities. The tender is ready to be advertised, with recommendations to come to Council in December. Planned completion: May 2026.

 

South Burnie Bowls Club – $2.13M

The clubrooms at 2 Hales Street, South Burnie, are being redeveloped with State Government funding. Detailed designs are complete, and tenders have been called. The project supports the Council’s goal of building culturally vibrant communities. Planned completion: May 2026.

 

Foreshore Playground – $1.5M

As part of the $17.3M Burnie City Centre Urban Plan, the Foreshore playground will be upgraded and expanded to provide a safe and engaging space for children and families. Consultation is complete, and detailed design is underway. Planned completion: June 2026.

 

Burnie Arts – Plaza Redevelopment – $1.35M

The plaza outside Burnie Arts will be redeveloped to create flexible spaces for events, better connect to the waterfront and shopping precinct, and enhance landscaped areas. Detailed designs are complete, and site preparation has begun. Planned completion: June 2026.

 

 

Operational Maintenance Highlights

Civil and Stormwater

  • Grading of unsealed roads completed at Highclere, West Ridgely, and Tewkesbury.
  • Rock lining works completed on Loonah Road, Natone.

 

Buildings

  • Ridgley Community Hall: Garden beds revitalised with planting and bark.
  • Multi-Storey Car Park: Stairwells cleaned and painted; overall pressure cleaning completed.
  • Basalt Column Car Park: Pond cleaned.
  • Burnie Aquatic Centre: Outdoor pavements cleaned using a new drive-on pressure cleaner.

 

Parks and Reserves

  • Burnie Park: Walking area matting replaced to improve accessibility and safety.

 

 

a) Active Transport Strategy
The Institute of Sensible Transport has been engaged to undertake the development of an Active Transport Strategy for Burnie. The Draft Strategy has been received by council and reviewed by Council and the Active Transport Strategy Working Group. The Strategy will now commence its second round of consultation.

b) Futuna Avenue and West Park Grove Roundabout – Contract 2718
Construction of the roundabout is complete. The roundabout was sealed and line marked in early May and appears to be operating well.

c) Oonah Road – Guide River Bridge Replacement – Contract 2717
Construction of the new bridge is now complete, and road has reopened. Minor shoulder works on the approaches to be completed.

d) Netball Centre – Court Resurfacing – Contract 2715 
The blue acrylic surfacing has been completed on 3 of 6 courts, with the remaining 3 courts and surrounds to be completed in warmer months and after the conclusion of the current netball season.

e) McKenna Park Renovations
All contracted works have been completed, and the remaining funds were used for additional solar installations.

f) Bitumen Surfacing Services 2024-2025 – Contract 2713
The following sites have been completed by the nominated contractors for resealing: Bathurst Street, Lyons Street, Manuka Drive, McGaw Place, Mount Street, Rouse Place, Sanderson Place, Three Mile Line Road, Wellington Street, Woniora Road, Malunna Crescent, Tolunah Street, Oonah Road and Upper Natone Road.

g) Burnie Cultural Precinct – BAFC Redevelopment (Stage 2) – Contract 2711
The atrium is close to completion. We have experienced challenges with the glazing installation to the walkway and stair balustrades, which should be resolved in July. The lift shaft and walkways have been tiled in bluestone, and work on the Atrium floor is nearing completion. The lift has been commissioned. The Canopies and Moveart were installed in mid-June. The Long Room is nearly complete. Display joinery is completed, and the installation of interpretative elements has commenced.

The northern extension to the Long Room and Art Gallery has commenced. Steelwork is erected, and the ground floor slab is poured. Services rough-in is nearing completion, with the plasterer also commencing on-site. Large glazing panels to the north are scheduled for installation mid-July.  The stage and loading dock in the Civic Plaza to the south of the Town Hall will be ready for a concrete slab pour in early July.

h) Bitumen Surfacing Services 2023-2024 – Contract 2705
Ocean View Lane reseal has been completed, and speed humps reinstated.

i) Mount Street/Three Mile Line Road Roundabout Construction – Contract 2703
TasNetworks are currently undertaking design for the lighting of the intersection. Works will be completed in the new financial year.

j) Burnie Cultural Precinct – BAFC Redevelopment (Stage 1) – Contract 2694
This Contract has now reached the final completion.  The final completion report for Federal funding was submitted and accepted by the Federal Government in early May 2025.

k) Coastal Pathway – Contract 2702
Construction of the pathway and erosion works are now complete, and the official opening occurred on the 24 October 2024.

l) Burnie Gateway Project
Site works are now complete, and final reports for the close of the project will be submitted and completed by June 2025.

m) City Centre Urban Plan 
The Draft Urban Plan was adopted by Council at the February 2025 Council meeting.  The Urban Plan working group has been established, and has had two meetings to date.

n) Flood Recovery Projects

Upper Natone Road – Horseshoe Bend
The road remains under traffic management with a 5T load limit still in place. The final design for the new road alignment requires land acquisition. Consultants are negotiating with affected property owners.

o) Reserve Footpath Renewal
All sections of the path identified in the design have now been constructed. Bridge construction will be completed in the new financial year.

p) Footpath Replacement Program
The contractor, Hardings Group, has completed Burnell Street and Hale Street.

q) Footpath Network Gap Program
The following sites were completed under the program Scarfe Street and East Cam Road

 

Road Renewal Projects

Emmet Street Upgrade
Works are progressing on Emmet Street, with roadside drainage works completed and the road surface being prepared for sealing.

Urban Reseal Program
Civil works have been completed on Ross and Halstead Street in preparation for the resealing works due to commence mid-April. These are the last 2 sites listed on the Urban program

Rural Reseal Program
80% of works have been completed on West Ridgley Road, and the contractor is due to complete the remaining works in late April.

Footpath and Walking Bridge Renewal and Upgrade.
Romaine Reserve - Works are progressing through the reserve to upgrade sections of granite sand and boardwalk pathways to a concrete shared pathway. Bridge works to the southern most bridge on the loop track are due to commence in late May.

Burnie Arts – Plaza Redevelopment
Detailed designs for the redevelopment have been completed by the consultant. The next steps involve Vos Construction and Joinery relocating the site sheds to Little Alexander Street and fencing off the construction zone in the car park to the west of the Museum.

Shorewell Park Playground Redevelopment
Following a report to the council, the preferred tender has been accepted, and the contract awarded. Site work has commenced with the removal of trees. Additional consultations with the community have taken place to finalise the playground equipment to be installed, and the equipment has been ordered. The next steps include the progression of site works and the building permit application process for the amenities.

South Burnie Bowls Club
Tenders closed and council approved the preferred tender. Contract was awarded and works commenced. Demolition is complete and ground works are well advanced.

Burnie Waterfront Foreshore Redevelopment. 
Broad consultation has been completed as part of the Urban Plan Development. A playground supplier has been identified through public tender and equipment options are being finalized. Next Steps Requests for quotes will be sought for design of the complete Foreshore precinct, with the scope to include development of construction tender documents.

CBD Streetscape Revitalisation
Broad consultation has been completed as part of the Urban Plan Development. Survey works have been completed to inform detailed design and construction of a pilot streetscape project at the southern entrance to the CBD, including Wilson St and Mount St up to Ladbrooke St. Next Steps A design and style guide for CBD public spaces will be presented to Council at the May ordinary meeting. Tenders will be invited for design and construction of the streetscape pilot project on Wilson St, Ladbrooke St and Mount St.

  • Waterfront upgrades - rail line removal, landscaping, and improved disability access, including a new beach ramp.
  • Visitor information returning to Burnie at the Burnie Arts building.
  • New South Burnie Bowls Club facility.
  • Completion of the Civic Plaza and Burnie Arts opening.
  • Shorewell Park - $1.5m playground and community space.
  • Revamped waste services - FOGO rollout, new collection routes, and free first 100kg at the transfer station.
  • Foreshore play equipment upgrades.
  • $1.7m Urban Rivers and Catchments Program to restore waterways.
