The General Manager’s Quarterly Information Report, included in the Council Agenda, offers important updates on the progress of major projects. It highlights recent achievements and developments in infrastructure and community initiatives throughout Burnie.

 

Major Projects

Shorewell Park Playground – $1.5M

The playground at Shorewell Park is being upgraded to create a safe, inclusive, and engaging space for children and families. The project, delivered as a design-and-construct contract, will include modern play equipment, landscaping, and amenities. The tender is ready to be advertised, with recommendations to come to Council in December. Planned completion: May 2026.

 

South Burnie Bowls Club – $2.13M

The clubrooms at 2 Hales Street, South Burnie, are being redeveloped with State Government funding. Detailed designs are complete, and tenders have been called. The project supports Council’s goal of building culturally rich and vibrant communities. Planned completion: May 2026.

 

Foreshore Playground – $1.5M

As part of the $17.3M Burnie City Centre Urban Plan, the Foreshore playground will be upgraded and expanded to provide a safe and engaging space for children and families. Consultation is complete, and detailed design is underway. Planned completion: June 2026.

 

Burnie Arts – Plaza Redevelopment – $1.35M

The plaza outside Burnie Arts will be redeveloped to create flexible spaces for events, better connect to the waterfront and shopping precinct, and enhance landscaped areas. Detailed designs are complete, and site preparation has begun. Planned completion: June 2026.

 

 

Operational Maintenance Highlights

 

Civil and Stormwater

 

  • Grading of unsealed roads completed at Highclere, West Ridgely, and Tewkesbury.
  • Rock lining works completed on Loonah Road, Natone.

 

 

Buildings

 

  • Ridgley Community Hall: Garden beds revitalised with planting and bark.
  • Multi-Storey Car Park: Stairwells cleaned and painted; overall pressure cleaning completed.
  • Basalt Column Car Park: Pond cleaned.
  • Burnie Aquatic Centre: Outdoor pavements cleaned using new drive-on pressure cleaner.

 

 

Parks and Reserves

 

  • Burnie Park: Walking area matting replaced to improve accessibility and safety.

 

 

a) Active Transport Strategy
The Institute of Sensible Transport has been engaged to undertake the development of an Active Transport Strategy for Burnie. The Draft Strategy has been received by council and reviewed by Council and the Active Transport Strategy Working Group. The Strategy will now commence its second round of consultation.

b) Futuna Avenue and West Park Grove Roundabout – Contract 2718
Construction of the roundabout is complete. The roundabout was sealed and line marked in early May and appears to be operating well.

c) Oonah Road – Guide River Bridge Replacement – Contract 2717
Construction of the new bridge is now complete, and road has reopened. Minor shoulder works on the approaches to be completed.

d) Netball Centre – Court Resurfacing – Contract 2715 
The blue acrylic surfacing has been completed on 3 of 6 courts, with the remaining 3 courts and surrounds to be completed in warmer months and after the conclusion of the current netball season.

e) McKenna Park Renovations
All contracted works have been completed, and the remaining funds were used for additional solar installations.

f) Bitumen Surfacing Services 2024-2025 – Contract 2713
The following sites have been completed by the nominated contractors for resealing: Bathurst Street, Lyons Street, Manuka Drive, McGaw Place, Mount Street, Rouse Place, Sanderson Place, Three Mile Line Road, Wellington Street, Woniora Road, Malunna Crescent, Tolunah Street, Oonah Road and Upper Natone Road.

g) Burnie Cultural Precinct – BAFC Redevelopment (Stage 2) – Contract 2711
The atrium is close to completion. We have experienced challenges with the glazing installation to the walkway and stair balustrades, which should be resolved in July. The lift shaft and walkways have been tiled in bluestone, and work on the Atrium floor is nearing completion. The lift has been commissioned. The Canopies and Moveart were installed in mid-June. The Long Room is nearly complete. Display joinery is completed, and the installation of interpretative elements has commenced.

The northern extension to the Long Room and Art Gallery has commenced. Steelwork is erected, and the ground floor slab is poured. Services rough-in is nearing completion, with the plasterer also commencing on-site. Large glazing panels to the north are scheduled for installation mid-July.  The stage and loading dock in the Civic Plaza to the south of the Town Hall will be ready for a concrete slab pour in early July.

h) Bitumen Surfacing Services 2023-2024 – Contract 2705
Ocean View Lane reseal has been completed, and speed humps reinstated.

i) Mount Street/Three Mile Line Road Roundabout Construction – Contract 2703
TasNetworks are currently undertaking design for the lighting of the intersection. Works will be completed in the new financial year.

j) Burnie Cultural Precinct – BAFC Redevelopment (Stage 1) – Contract 2694
This Contract has now reached the final completion.  The final completion report for Federal funding was submitted and accepted by the Federal Government in early May 2025.

k) Coastal Pathway – Contract 2702
Construction of the pathway and erosion works are now complete, and the official opening occurred on the 24 October 2024.

l) Burnie Gateway Project
Site works are now complete, and final reports for the close of the project will be submitted and completed by June 2025.

m) City Centre Urban Plan 
The Draft Urban Plan was adopted by Council at the February 2025 Council meeting.  The Urban Plan working group has been established, and has had two meetings to date.

n) Flood Recovery Projects

Upper Natone Road – Horseshoe Bend
The road remains under traffic management with a 5T load limit still in place. The final design for the new road alignment requires land acquisition. Consultants are negotiating with affected property owners.

o) Reserve Footpath Renewal
All sections of the path identified in the design have now been constructed. Bridge construction will be completed in the new financial year.

p) Footpath Replacement Program
The contractor, Hardings Group, has completed Burnell Street and Hale Street.

q) Footpath Network Gap Program
The following sites were completed under the program Scarfe Street and East Cam Road

 

a) Active Transport Strategy

The Institute of Sensible Transport has been engaged to develop an Active Transport Strategy for Burnie. Four of seven stages (inception, data review, stakeholder engagement round 1, and site assessment) have been completed, and work on the draft strategy is underway.

 

b) Futuna Avenue and West Park Grove Roundabout – Contract 2718

Construction of the project has begun. New kerb and channel, and footpath has been poured. Roundabout core and traffic islands will be constructed in the coming weeks. Road base material and asphalt sealing to be completed before Easter.

 

c) Oonah Road – Guide River Bridge Replacement – Contract 2717

Construction of precast units has begun at TasSpan’s facilities for the replacement bridge, with site mobilisation and road closure to commence on 31 March 2025 and carry through to early May 2025.

 

d) Netball Centre – Court Resurfacing – Contract 2715

Hardings have completed all civil aspects of this project and have demobilised from site. Temporary linemarking was undertaken by Blacktac on 2 April 2025 for the Burnie Netball Association Wendy Berry Carnival, with court resurfacing due to commence on 12 April 2025.

 

e) McKenna Park Renovations

Construction has finished. Upon handing over for occupancy, it was flagged that the existing fire hydrant was non-compliant. Hydrant relocation work is now finished, and the Occupancy Permit has been finalised. The next milestone report is due 2 July 2025.

 

f) Bitumen Surfacing Services 2024–2025 – Contract 2713

Roadways and Hardings have almost completed 90% of the civil works associated with their respective bitumen surfacing sites. Civil works include replacing damaged kerb and channel, footpath, driveway crossovers, kerb outfalls, and gully pits. Bellavista Road has been sealed, and some other rural sites have been patched and are ready to be sealed. Most urban sites are also ready for sealing. Sites have all been marked up.

 

g) Burnie Cultural Precinct – BAFC Redevelopment (Stage 2) – Contract 2711

The Atrium has progressed with Tas Oak veneer panels installed to all internal walls. The lift shaft and walkways have been tiled in bluestone, and work on the Atrium floor will commence as soon as access equipment is removed.

The Long Room is nearing completion, with floor treatment complete and skirting being installed. Amenities, including the parenting room, are complete. Display joinery and interpretation elements are yet to commence.

Internal demolition of the Art Gallery is complete, with new wall and columns framed and plastered.

Creative play and learning areas are generally complete, pending acoustic ceiling treatment and lighting fit-off. Remedial works to the roof and internal area of the Artcade are complete, and DigiGlass glazing incorporating artwork by Indigenous artists has been installed.

The northern extension to the Long Room and Art Gallery has commenced, with LG slab poured and reinforcement and formwork for columns complete.

The Civic Plaza redevelopment is underway, with the area southwest of the building—including the main stairs—close to completion. This area connects existing adjacent car parking with the new entry.

 

h) Bitumen Surfacing Services 2023–2024 – Contract 2705

Ocean View Lane is the last site remaining for this contract. Hardings have completed stormwater upgrades at the site, and Telstra has completed pit relocation works. Hardings will now complete sealing by the end of the second week of April 2025.

 

i) Mount Street/Three Mile Line Road Roundabout Construction – Contract 2703

TasNetworks are currently undertaking lighting design for the intersection. Works will be completed in the new financial year.

 

j) Burnie Cultural Precinct – BAFC Redevelopment (Stage 1) – Contract 2694

Seating arrived in early January 2025 and has been installed in the Town Hall balcony. Handrails have also been installed to improve comfort for patrons using the stairs. This contract has now reached final completion.

 

k) Coastal Pathway – Contract 2702

Construction of the pathway and erosion works is now complete, with the official opening held on 24 October 2024. Final works are being completed, with the project due for full completion by June 2025.

 

l) Burnie Gateway Project

Site works are now complete, and final reports will be submitted and completed by June 2025.

 

m) City Centre Urban Plan

The Draft Urban Plan was adopted by Council at the February 2025 meeting. The Urban Plan working group has been established, with a first meeting scheduled for April 2025.

 

n) Flood Recovery Projects

Oonah Road East: Works are now complete, and the road reopened in early January 2025.

Upper Natone Road – Horseshoe Bend: Road remains under traffic management with a 5T load limit. Final design for the new alignment requires land acquisition. Consultants are negotiating with affected property owners.

 

o) Metro Bus All-Access Upgrade

All locations under this program are now complete, with two new shelters installed at Three Mile Line Road and Mooreville Road.

 

p) Kerb Ramp Upgrade Program

The annual kerb ramp upgrade program is now complete.

 

q) Reserve Footpath Renewal

Approximately 350 metres of gravel footpath has been replaced at Romaine Reserve with a wider concrete path. The increased width provides safer space for cyclists and pedestrians to pass. One section remains, to be completed once adjacent bridge upgrades are finalised later this financial year.

 

r) Romaine Dam Outlet Valve

GHD was contracted to design the outlet valve replacement, waterproofing, chamber upgrades, and pipe relining. Poly Welding Solutions completed construction, including installation of a new butterfly valve and pits. Construction is now complete.

 

s) Flood Risk Reduction Program – Ellis Road

Construction on Ellis Road is now complete, featuring around 230 metres of new 300mm rock-pitched drains along both sides of the roadway.

 

t) Footpath Replacement Program

Hardings are delivering this year’s program. Works are underway on Burnell Street, followed by Hale Street. Mount Street works are planned for the Easter school holidays.

 

u) Footpath Network Gap Program

Construction is underway and expected to finish before Easter. East Cam Road site is complete; works are halfway through at Scarfe Street.

a)    Bitumen Surfacing Services 2024-2025 – Contract 2713
Roadways Pty Ltd and Hardings Group (TAS) Pty Ltd have started the civil works associated with their respective bitumen surfacing sites. The civil works include replacing damaged kerb and channel, footpath, driveway crossovers, kerb outfalls, gully pits, etc. The reseal sites have been marked up and the Contractors will start works on their return following the Christmas holidays.

 

b)    Burnie Cultural Precinct – BAFC Redevelopment (Stage 2) – Contract 2711

The steelwork for the Atrium walkways, landings and stairs has been installed with timber framing commenced. Externally, Atrium walls are complete and clad externally. Internally, the majority of the walls are plastered with battens installed for the timber feature cladding.With the crane for steelwork erection no longer taking up residence in the art gallery, works in this area can also proceed. Works in remaining internal areas are well advanced.

 

c)     Bitumen Surfacing Services 2023-2024 – Contract 2705

Ocean View Lane is the last site remaining for this Contract. Hardings have completed stormwater upgrades at the site, with Telstra due to commence pit relocations works mid- January 2025. Once completed, no Hardings will complete the reseal works.

 

d)    Mount Street/Three Mile Line Road Roundabout Construction – Contract 2703

Walters Contracting have completed construction of the roundabout and is now in full use. Street lighting will be installed in the New Year.

 

e)    Coastal Pathway – Contract 2702

Construction of the pathway and erosion works are now complete, and the official opening occurred on the 24 October 2024. Landscaping is underway and planting works will be completed prior to end of April 2025.

 

f)      Burnie Gateway Project

Site works are now complete and Council are investigating options for the pedestrian crossing.

 

g)     City Centre Urban Plan

The Draft Urban Plan will go back out to the community on 13 January 2025 for two weeks and then be finalised and submitted to Council in February 2025. RPPP applications for Stage 1 funding have been submitted.

 

h)    South Burnie Beach Boat Ramps Redevelopment – Contract 2700

Hardings have completed all works on site. There is some non-compliance with existing parking layouts allocated for boat trailer parks. New signage was installed prior to Christmas to assist with compliance.

 

i)      Burnie Cultural Precinct – BAFC Redevelopment (Stage 1) – Contract 2694

The bluestone paving external to the café was completed in October 2024. Laying of Bluestone paving to the external slabs has commenced with the completion of adjacent external works. Additional pavers have been ordered to complete the area outside the building envelope. Cladding of “nose” of the canopy is complete with only minor flashing works to be undertaken.The Town Hall balcony is completed, awaiting install of new seating. External works linking the new entry to the car park, including paths and stairs, is nearing completion.

 

j)      Flood Recovery Projects

Oonah Road East
Works to the culvert on the hairpin are nearly complete. A heavy rain event in November 2024 caused minor washout and some rework, putting the reopening now at mid-January 2025. Once this section has been completed another section of pavement will need remediation works prior to the road being reopened to the public. This is due to the multiple HV loads of imported fill to the affected area and has had a detrimental impact on the road surface.

Upper Natone Road – Horseshoe Bend
Road remains under traffic management with a 5T load limit still in place. Drainage and landscaping works have been completed. Geotechnical report has supported the realignment of road section along Patons Creek. Consultant Engineers have finalised design with construction due to commence early in the new year.

Fernglade Road
Sealing works have been completed and road is open and back to normal use.

 

k)     Metro Bus All Access Upgrade

Works on all but two bus stops around the municipality are now completed and operating. Shelters for Mooreville Road and Three Mile Line Road bus stops are due to be installed in late January 2025.

 

l)      Kerb Ramp Upgrade Program

The 2024-25 Annual Program commenced with works completed at the Burnie Lawn Cemetery and Edwardes Street, South Burnie. Works are due to commence on the final site at Strahan Street in January 2025.

 

m)   Rural Culvert Program

A culvert on West Ridgley Road at Serpent Creek is undergoing replacement, with drainage issues being addressed in the upgrade. A new box culvert has been installed and road base material compacted in preparation for resealing works in early January.

 

n)    West Park Cycle Track Resurfacing

Resurfacing of the cycle track began in October 2024, with Hardings removing the existing asphalt and replacing it with a more durable layer to minimise cracking.  Blacktac is currently applying the acrylic surfacing, which is expected to be completed by 26 December 2024, in time for the New Year's Eve Athletic Carnival.

 

o)    Reserve Footpath Renewal

Hardings have commenced resurfacing works at the Netball Centre. The existing surface has been removed, and drainage improvements are underway, both within and around the courts. Excavation revealed substandard base material, which is being replaced prior to asphalt sealing.

 

q)    Romaine Dam Outlet Valve

GHD has been contracted to design a replacement outlet valve, waterproofing, chamber upgrades, and pipe relining for Romaine Dam. Poly Welding Solutions has been engaged for construction, including the supply and installation of a new butterfly valve, pits and all necessary materials.

  • Visitor information returning to Burnie at the Burnie Arts building.
  • New South Burnie Bowls Club facility.

  • Revamped waste services - FOGO rollout, new collection routes, and free first 100kg at the transfer station.
