Why Are Changes Being Introduced?
To reduce landfill, protect the environment, and manage rising waste costs, including transport, landfill operations, and the increasing State Government levy, we are transitioning to a consistent and efficient 3-bin fortnightly collection service in collaboration with our regional partners.
New 3-Bin Fortnightly Collection Service

Waste Diversion Goals
Approximately 40% of Burnie’s household waste is organic. By using FOGO, we can divert around 1,250 tonnes of organics from landfill annually, reducing greenhouse gas emissions. Overall Target: 60% diversion from landfill through kerbside collections.

New Landfill Bin Rollout
New 240ltr red-lid bins will be rolled out alongside the FOGO bins as part of the updated waste service. From 22 September, only the new bins, each marked with a unique serial number, will be collected. If you wish to dispose of your old, empty bins, you have several options. You can leave them kerbside for collection, take them to the Waste Management Centre for free recycling, or choose to keep and repurpose them at home, the choice is yours
Key Dates
01-19 Sep - New bins delivered – start using them immediately.
15-19 Sep - Final collection of the old general waste bin.
22-25 Sep - New landfill bin collection (final weekly collection). Old empty bins put out will be picked up.
29 Sep - 02 Oct - First FOGO fortnightly collection.
06-09 Oct - Waste + recycling fortnightly collection.
Kerbside Collection Zones
We’ve reviewed our kerbside collection services and areas to find more cost-effective ways to deliver them. As a result, we’ve reshaped the service into three zones.
- CBD - transitional waste services
- Inzone - fortnightly 3-bin serviced areas
- Outzone - no Council service areas

CBD
Existing CBD waste and cardboard collections will continue during a transition phase and be charged on a cost-recovery fee-for-service basis. Bin placement and storage challenges will be addressed as part of urban redesign efforts. Waste collections in the CBD will occur from 6am aligned with the regional collections.
Inzone
Bins will be provided for the fortnightly 3-bin rated service to all property types within the serviced zone (outside the CBD), Businesses and Industry are advised to make contact with commercial waste operators for additional waste collections.
Council Cardboard Collection will cease with the introduction of FOGO and Recycling bins outside of the CBD. A number of Commercial waste operators provide this service for a fee, or you may drop it off for free at the Waste Management Centre.
Rural Properties between Burnie and Ridgley will receive landfill and FOGO bins in addition to their recycling bin.
Outzone
Properties outside the defined boundary will not by serviced by Council, therefore there will be no kerbside collection charge on rates (from 29 Sep onwards). Residents are encouraged to seek private arrangements with a commercial waste operator or take their waste to the waste management centre.

Rates Charges
- Kerbside collection: Charged only to properties with access to service.
- Municipal waste: Funds public bins, street cleaning, event waste, dumping clean-up, and recovery site operations — paid by all ratepayers.
- Landfill levy: State levy supporting waste diversion initiatives.
Burnie Waste Management Centre
From 1 July, residents can drop off up to 100kg of general waste per visit at the Burnie Waste Management Centre — free of charge. It's easy, just drop off recovery loop items first, then weigh-in and weight-out the remaining household waste at the tollbooth, no tickets needed. If your load is over 100kg, just pay the extra, eg $2.45 for 10kg.
With the introduction of FOGO kerbside collection in September, managing garden and food waste at home will become easier. To reflect rising processing costs, Green Waste fees have been updated. Council acknowledges the impact of this change on small businesses and others who previously used tokens and encourages practical ways to reduce green waste, such as mulching, low-maintenance planting, and waste-reducing landscaping.
These changes are guided by key principles that support: environmental responsibility, regional efficiency, service equity, clarity and competitive markets.
